A new edition of the ZDC Training Policy is available on the website for your review! We've updated the training progression/flow and added training standards

Thank you for updating the training policy. However, I found some parts that are confusing or not up to date. On the ZDC3120, section 2-10b about S1->S2, it mentioned

"Training will begin at Baltimore (KBWI), move to Dulles (KIAD), and lastly Washington (KDCA)
o At the discretion of your Instructor/Mentor you will be given solo permissions to control TWR at the
designated airport. Solo Permissions are subject to ZDC 3210.4E Chapter 2 Section 7"

This part should be what is happening except I believe the Chapter 2 section 7 should be chapter 2 section 8 now. It said:

"S1 Controllers.
Upon successful completion of their S1 and BWI training, students may receive a solo certification for Baltimore
Ground. An additional certification for IAD/DCA may be obtained through familiarization training, before the
student achieves the full Ground Control certification for all of ZDC.
S1 Controllers, at the discretion of their Mentor/Instructor, will be given a solo certification for BWI TWR.
o S1 controllers with BWI TWR solo permissions may control BWI TWR or any minor tower facility within ZDC.
S2 Controllers.
Upon successful completion of their S2 and BWI training, students may receive a solo certification for Baltimore
Local Control. An additional certification for IAD/DCA may be obtained through familiarization training, before the
student achieves the full Local Control certification for all of ZDC.
S2 Controllers, at the discretion of their Mentor/Instructor, will be given a solo certification for CHP APP.
o S2 controllers with CHP APP solo permissions may control CHP APP or any minor TRACON facility within ZDC."

In the section of S1, it only mentioned about BWI TWR solo certs but no IAD or DCA. Then I found out that these are in the S2 parts. Is chapter 2 section 8 not updated or I misunderstood?

Justin,

S1s who hold a full GND cert and who have been given training on S2 can be given solo certifications to work tower at the discretion of their INS/MTR. Solo certifications can be given on any airport where the S1 has been given training. The progression for S1->S2 would look like this.

S1 given full GND certification, requests training at BWI. When their INS/MTR feels like they're ready they will give solo permissions to work BWI TWR. After a solo certification has been issued the student can focus their training on IAD/DCA. After training at DCA has been conducted an S2 OTS will take place. Upon successful completion of the S2 OTS the student will be fully certified on TWR.

Solo certifications are not limited to one airport.
